Title: Lib home radar, not working?

For the last month, whenever trying to access data from Lib home radar, I get the following message "TOO MANY SIMULTANEOUS DATABASE QUERIES AT THE MOMENT, PLEASE TRY LATER"

Is the system down?

Would appreciate any info.
