That's precisely who it does apply to (assuming you opt to continue with network access after your first free year).

I'm only one week in to my free first year but I would like to know....is access to the Network totally unlimited during the first year and thereafter. In other words, is there a cap on the amount of hours per day you can spend on the Network via the Airnav servers?

There's no cap - you get unlimited network use for the duration of your subscription.

Not only is the network working for me, but it's reached a new record of 1700 aircraft - I've never seen so many.
