Flight ID Oddity

Does anyone have a reason as to why the Flight ID broadcast is 8 characters long whereas the Flight ID on the flight plan form is only 7 characters? It was my understanding that the Flight ID broadcast should be the same as that mentioned on the flight plan?

Seems daft to have them different sizes. So what's the extra character for?
