683202  TIE743V hex first noted 2012 and the TIE code is allocated to Time Air oF Czech Republic so possible miscode of old ID. 683202 is allocated to Kazakhstan.

That hex code is not allocated.  The TC-JH* range ends at 4BA91A and the TC-JI* range starts at 4BA921.  There are therefore 6 hex codes unallocated between,  miscode or military?
