J98 hexcodes

Yesterday I noticed on the map near KLAS serveral J98 prefixed hexcodes (J98033, J98D07, J986F4 to name a few.
Does anyone know what type of equipment is sending these codes.

It could be anything and certainly not aircraft and usually nothing to do with airports.  Take your box over there or to any city and you will pick up lots of spurious codes 34C**** 28**** etc
