4B15E3 decodes to HB-IPN which was a long gone DC-10.  Given the low message count and no flight ID I think you have receives a spurious packet from something else and there will probably also be no associated squawk either.

I am sure you are right, a lot of military activity up this part of the country which could have something to do with it.  A couple more routes for you from todays traffic:

Hello again from Lagos;
Just had a Challenger land here in Lagos. Came up on Airnav as N777YG with hexcode AA8535. However, it was using it's reg as the callsign which was N605JF. This was repeated over ten times both by the pilot and ATC. My Db shows this aircraft as having N225JF reserved for it but obviously somebody had a change of mind...

Hi Clive FAA shows that N777YG had a change of registration authorised to N605JF on 14/6.  Looks like the change has been made but they have yet to update the transponder.
