Thanks dotspotter.  I believe both are being used for police or security service surveillance operations.

To allow the original and temporary hex codes to remain on the database together I have marked the military hex as a miscode for each.

08CE96 this is possibly 9Q-CLK B701 Government of Congo miscoding (should be 08CE9E) as a request was put out a few days ago for a tow bar to fit a B707-100 due 1st/2nd August!
