This should be RA-42401 YK42 operating for UTair, it must be back from being UP-Y4203 where it was in storage in Almaty.

15067F decodes to RA-67199 however I found two references on the net, one for RA-67199 a Cessna 172 and the other to RA-67199 Let410 of Avia Express (however it is actually UR-67199) and both references are recent so I assume the Cessna and the Russian register agrees!

I trust the list helps you with a few unknowns from this part of the world....whether or not they ping is another story but should keep you busy....now I have to find the FLARF register! RF- I doubt will be available with all the VVS/Govt aircraft carrying RF- reg's these days.
